I think by "orphaned" you are talking about not just two iterations for cleaner
chore but many iterations.
In that case, the situation in the current code base would prevent cleaning
hfiles referenced, as well.

about this one. I certainly think it is the cleaner approach (and something we
can more easily reason about).
