The basic idea is to only acquire exclusive lock for each step, and release it
after every step, i.e, set hold lock to false. And for merge/split, I think we
can add a flag in assignment manager or some other places, and when the
snapshot procedure is executed, we turn on this flag to disable merge/split,
and turn it off after we finish the snapshot procedure.
