[~stack] Sir, It would be great if we have this improvement in branch-2 also.
Hmaster startup is getting impacted due to namespace region assignment waiting.
It may delay HM initalization in large cluster cluster scenario.
Today we found an issue related to namespace region assignment, will raise the
Jira soon with complete detail.
