Here is what this patch does... it makes new beans Master and Regionserver
which have Master and RegionServer vitals in them. They sit beside the
statistics on each. I think this is what the lads over in hbase-5325
originally suggested and I thought it wrong -- I still do.. but its less
egregious that this o.a.h stuff)
