Add developer debug options in  HBase Config for REST server.

Currently we have,

# export HBASE_REGIONSERVER_OPTS="$HBASE_REGIONSERVER_OPTS -Xdebug

# export HBASE_THRIFT_OPTS="$HBASE_THRIFT_OPTS -Xdebug
