RC0 failed because of HBASE-21589 TestCleanupMetaWAL fails.
* Pushed fix to above and other issues, HBASE-21646
* Checked the list of flakies excluded on nightly build. All passed locally.
* Nightlies look pretty good

* Reran ./release-doc-maker/releasedocmaker.py -p HBASE --fileversions -v
2.0.4 -l --sortorder=newer --skip-credits and added in new CHANGES and

* Using 205e39c5704bf38568b34926dde9f1ee76e6b5d0 as 2.0.4RC1. Pushed tag to
origin.
* Ran patched (HBASE-21513) make_rc.sh script on mac os x.
* Checked out the product. Checked it into:
