that happens regularly to features that go to branch-1 after landing in
branch-2. if you rolling upgrade you have to make features are in the specific
minor release of the major release you upgrade to.
the closest to guidelines we have is [the definition of versions in the compat
guide|http://hbase.apache.org/book.html#hbase.versioning.post10], which says
for versions that look like MAJOR.MINOR.PATCH: new features go in MINOR
releases and only bug fixes go into PATCH versions.
Certainly there are times we don't follow that, but it's a bad habit we need to
stop doing if we hope to move away from maintaining a dozen branches.
