No. When I go to Maven central I don't see the test jars. Further, if I
download the test jars via ivy I get the hbase-0.92.jar instead of
hbase-0.92-tests.jar. You can reproduce this by checking out Hive and applying
https://issues.apache.org/jira/secure/attachment/12517526/HIVE-2748.3.patch and
then doing "ant clean jar jar-test". You may need to clear your caches first.
