As I mentioned before, you need to check the rs side, whether the region has
been opened, we rely on the rs to report the status of the region. And if it is
dead, the SCP will take care of the stuck procedures.
This is very important to prevent double assign. Once the request has been sent
out, there are only two paths to exit: one is the rs tells us the result, the
other is the rs is dead.
