Master cannot host regions. It is broke (HBASE-19785). System assigns happens
before Master gets to its run loop. It has to get to its run loop to be a
RegionServer to host Regions. Need refactor to make Master hosting Regions work.
On the patch, its odd adding Master facility into HRegiionServer class.
