Release Note: Adds a custom dictionary-based compression on WAL. Off by
default. To enable, set hbase.regionserver.wal.enablecompression to true in
hbase-site.xml. (was: Patch for WAL Compression.)

Committed 0.94 branch and trunk. Thanks for the patch Li and to all others who
hacked on this patch and reviewed it.
