I think we still need some manual steps for these works? As we need to make
sure that the commits in git are the same with what we record on jira. Usually
there will be difference and we need to fix them, and also sometimes we need to
make sure that the difference is fine.
I would like the make_rc scripts can do all the follow-on works, such as making
a tag, building the tarballs, generate compatibility reports, publish them to
dist and maven, and also generate the notice email.
