Fix Version/s: 2.1.4
HBASE-22052 is a problem but 2.1.4RC1 vote passed... Let me push it out. Can
push out a 2.1.5 soon.
+ Made RC using script in HBASE-21935
+ Put up a VOTE. It lasted a week and passed w/ 6 votes.
+ Closed the vote.
+ Tagged rel/2.1.4 and pushed tag upstream.
+ Released the maven repo staged artifact.
+ Removed release/hbase/2.1.3
+ svn mv dev/hbase/hbase-2.1.4RC1 release/hbase/2.1.4 under URL:
https://dist.apache.org/repos/dist
+ svn commit.
+ Update the download page.... pointing to 2.1.4 instead of 2.1.3.
+ Release 2.1.4 in JIRA.
