the release notes we link from the website should also be ones we can update
after a release. For example, right now we know that HBase 2.1.4 has an issue
and that is captured in the release note for HBASE-22052, but on the downloads
page we link to the release notes as they were when 2.1.4 was released. Those
release notes don't mention HBASE-22052 because it had not yet been identified
as needing a call out.
