Oh, the behavior is not what I expected before...
The PreCommit-Admin job will call the PreCommit-HBASE-Build job, but the job
itself does not have a ISSUE_NUM parameter, instead, the sub jobs in the
branches tab have an ISSUE_NUM parameter...
Let me add the PreCommit job back and see how to deal with this...
