Attached an initial patch.v1 to show the basic design. NOT the final patch,
still need more UT, also need the HBASE-22159 get merged firstly.
[~anoop.hbase], [~ram_krish], please take a look for HBASE-22159, need to
merge that one firstly, then can put this one on RB and trigger the hadoop QA,
