Ugh, this doesn't come back to branch-2.0 or branch-2.1 due to HBASE-19008 and
HBASE-21129 never being backported to these branches. I'm not sure what the
lesser headache would be: making sure those changes don't break public API
guarantees or re-implementing this fix.
