To handle network partitioning cases and bad-state RS, esp. in container
scenarios where many machines are available to "move" RS to, it would be
helpful to kill RS that fail to heartbeat but are maintaining their znode;
since they can connect to ZK it would likely be possible to affect them via
that, by deleting their znode if ZK allows that, or via a separate path; and/or
fencing off the WAL on HDFS.
