[~ted_yu]/[~elserj] has added some logging to debug certain cases(defined
below) encountered during the testing.
* Region replica ends up on the same RS - add debug log for
RegionReplicaHostCostFunction
* Debugging why regionservers are going down with Memstore compaction
* When hbase:namespace table was not assigned
* Logging in Procedure wals to debug HBASE-20552
* HMaster not assigning regions properly with RSGroups feature
Currently, it is sitting in our local branch but it would be good if we can add
them upstream so others can also benefit from it.
