Looks like HBASE-14969 introduced a method {{skipControl}} which was a shortcut
for implementations of PressureAwareThroughputController to "skip" a
{{control()}} method, however, this appears to never have been used (even in
the original commit).
Just get rid of it - appears to be dead code.
