Well, even there's no entry in ZK, it looks master can correct hbase:meta,
regarding tables, upon starting. Here's my observation (the last commit of my
build was 302a9ce0564a796ef59c74fe475984cb3693801a). Suppose hbase:meta is
missing a given table's row, 'dice' in this example, with some reason whereas
HDFS has the data.
If the table's znode is not present in ZK, master actually does put the entry
based on the HDFS info.
