[~Yi Mei] pointed out offline that, at least NotServingRegionException should
not be categorized as regionDefinitelyOnTheRegionServerException...
Let me also revert from master.
And we should include a small change at least in hbase-server module so we can
trigger most of the UTs. [~Joseph295].
