disableConcurrentBuilds() is not going to have any impact on precommit build
jobs: [https://builds.apache.org/job/PreCommit-HBASE-Build/] correct? If
multiple JIRAs have patches uploaded around same time, they can have their
builds run concurrently if I am not mistaken?
Only concurrent executions of PRs will not happen.

Only single PR's multiple executions will not happen in parallel.
