There's a scenario we should consider about, when MOB feature enabled, after 
compaction PartitionedMobCompactor#bulkloadRefFile will be called, but the 
target ref file should not be replicated to the next cluster, so I think there 
still need a mechanism to skip the BulkLoadMarker write
