For some unknown reason previous PR https://github.com/apache/hbase/pull/565
was closed by asfgit user. So created a new PR:
https://github.com/apache/hbase/pull/580
I have tried to address all comments from previous PR except one comment about
naming convention of the newly created interface.

this.
