The idea is that, we can return a data structure instead of a simple string
when calling TableDescriptor.getRegionServerGroup.
And we use row key range to store the information, for example
groupA; a, b => groupB; b, c => groupC
This means the rs group for this table is default to groupA, and if a region is
in range [a, b), then its rs group is groupB, and if a region is in range [b,
c), its rs group is groupC.
