In 1.3 Journals are not persisted perhaps in newer 1.x versions? Tho yes 
regionstate information for hbase:meta regions are persisted in the hbase:root 
table. Meta region split failures will be handled in the same manner that is 
correct. Tho there are cases that hbase:meta region operations will take 
priority over user regions but I'll have to double check which parts those are. 
It's been a while.
