It cleans the cache totally?
ROE is tough. We fail on one server. Perhaps we'll succeed on another server?
Often though there is something wrong like a corrupt file under the region so
no matter how many times we retry, we will not succeed until operator
intervention. So, clear the cache of this one region? Retrys should backoff?
