AM using checkIfShouldMoveSystemRegionAsync to move system regions to the
highest version RS.
If system regions must stay on RS without the highest version, like
-HBASE-22767 ,- then when a new RS is added, system regions must experience
one movement TRSP, thought they will not really be moved at the end.--
