    Description: 
./bin/hbase ltt after unpacking a binary tarball distribution doesn't start 
with a CNFE. We are missing the tests jar from hbase-zookeeper. 

The client tarball includes this but if one wants to launch it on a server or a 
general purpose deploy (i.e. not the client tarball) the test jar has to be in 
the server classpath as well.
