Based on the feedback from Sean on the branch-1
[backport|https://github.com/apache/hbase/pull/1034] of HBASE-23622 the
introduced binary incompatible change in {{ByteRangeUtils}} should be
reverted. Also the reflection parts in {{CommonFSUtils}} should be removed.
