Enable mvn deploy of website

Up to this, deploy of website has been build local and then copy up to apache
and put it into place under /www/hbase.apache.org. Change it so can have maven
deploy the site. The good thing about having the latter do it is that its
regular; permissions will always be the same so Doug and I won't be fighting
each other when we stick stuff up there. Also, its a one step process rather
than multiple.
