[~stack] apparently it's absent from 2.3
[~psomogyi] I am not sure if we are adding hbck2 specific changes to master
yet. I know that HBASE-22712 is about making sure our hbck2 works fine with
hbase3. I feel we would want to skip master initialization check while checking
cluster version even when hbck2 is interacting with hbase3. So maybe we can add
this to master as well. What do you think, [~stack] ?
