HTU should 100% be IA.Public. Maybe not everything we currently expose, but we
need to make ways for downstreamers to test things.
FWIW we're supposed to push folks to use {{hbase-shaded-testing-util}} now and
that is not a test jar. (because it repackages the needed test jars)
