Can we purge the "Release Candidate Procedure" section of the ref guide at the
same time (ref http://hbase.apache.org/book.html#rc_procedure ). If the utility
is the canonical set of steps then the explanation that's in that section
should be notes within the utility implementation and not this independent
thing that could drift.
