Which behavior is correct? Not the bit where URH and ARH exit w/o clearning up 
regionsInTransitionInRS? Maybe you are referring to question in the patch 
around how the subject-line test ends? If so, ok. I'll update the test comment. 
The logic in URH duplicates CRH in all but one line except it missed 
regionsInTransitionInRS cleanup whereas CRH was doing right thing.
