I don't think HBASE-5213 caused TestLogRolling to fail on 0.90. Here's my
evidence:
1) Jon reverted it on April 6th, but TestLogRolling has hung since then:

2) It runs fine for me locally with the patch applied
3) TestLogRolling doesn't use backup masters, which is the part of the code
that HBASE-5213 touches.
