The results are consistent run to run on the particular testbed instance. When fair policy is enabled the measured changes happen consistently (scan numbers could be a small regression, point reads seem to improve) but its noisy. I did this measurement more than once. Yes I said 'mixed improvement or degradation' and meant the same thing as variance.
