Way back on HBASE-18828 for release 2.0.0 we moved to use releasemaker from
yetus for generating changes/releasenotes. At that time we moved to *.md files
instead of *.txt for CHANGES. Let me make the change on branch-2.3, branch-2
and master, the remaining outposts for *.txt files. Doing it because it
confused a coworker (why wouldn't it?).
