While the commit landed, the core of it (which is enabling the feature by 
default) was reverted. Without that, it's just the test plumbing that was 
added. 

I hear what you're saying about the core of it. This comes down to the 
simplistic model of "one jira id, one commit" and the PMC's job of ensuring 
that Jira matches the source repository.

So if you want to exclude this issue from showing up in the release notes on 
2.3.0, you'd need to revert that commit from branch-2 and branch-2.3. You'd 
want to keep the test fixes in place though, so you'd follow that revert with a 
new Jira issue and its associated commit that reinstates the test fixes. At 
that point, this ticket is no longer in the history on those branches, and the 
fixVersion is updated accordingly. That also obviates the need for HBASE-24156 
entirely.

I hope that makes a little bit of sense. This tracking policy worth discussion, 
but my understanding is that what I've proposed is following the letter of the 
law, despite what the spirit of that law actually intends.
