Summary: compatibility report in release process should use
existing binaries

right now the compatibility report generation in the release scripts does an
additional build of both the current RC and the comparison release. Instead, we
should have an option to grab artifacts for the previous release from the
mirroring / archive system. Additionally, we should always use the binary bits
we just created for the binary distribution for the RC.
