I think we have reached an agreement on creating the thread pool at the region 
level. The difference is about the parallelism, which is based on stores or 
store files. [~filtertip] What do you think about the solution Andrew provide 
above, which is creating the thread pool based on store file count with upper 
bound, which will be faster, right? Any other concerns?
