[~pengmq1] So we will create child dir corresponding to hot/warm etc tier only
under the region's tmp directory. Under the region/hstore there wont be any sub
dirs? Suppose we change the compaction policy on an existing table to be Date
tiered also vice versa, there wont be any issues right?
