Yes. When you use the tool wrapper stuff you get parsers for that for free.
You could do something like this to override any of these values:

$ hbase org.apache.hadoop.hbase.TestAcidGuarantees -Dmillis=60000
-DnumWriters=25 -DnumGetters=10 -DnumScanners=5 -DnumUniqueRows=5

I should probably add a '-h' or '-?' option to prompt usage instructions.
