Release Note:
Introduced a CatalogFamilyFormat to place the method for generating/parsing
cells in catalog family.
Renamed AsyncMetaTableAccessor to ClientMetaTableAccessor, removed duplicated
code with CatalogFamiltyFormat and MetaTableAccessor, moved some code in
MetaTableAccessor to ClientMetaTableAccessor.
Moved MetaTableAccessor to hbase-balancer.
