Copied the comment in jira to here. There are two use cases in furture.
1. Use special RSGroup config to overright the cluster config. Then we can
config different RSGroup to use different config.
2. Autoscale RSGroup. There are some configs need to store here, such as the
min RS number, the max RS number, and the target resource utilization.
