Currently, Procedure Executor checks for stuck threads every 5 sec. If >50% are
stuck, one worker thread is added until maxPoolSize is reached. In a burst
scenario, this cannot catch up and causes thread starvation. A smarter
algorithm can be used to measure the pressure and step up automatically.
