[~anoop.hbase] The client logic as described above needs to be implemented for
load balancing meta read requests (currently there is no such logic). [~stack]
and I are working on a design do. Once it is ready, we will put up for review.
At the same time, please comment here so we can address and incorporate the
comments in the doc.
