The parent issue is about enabling memstore replication of meta Regions. As-is,
the ReplicationSource is hardcoded to filter out hbase:meta WALEntries; they
are not forwarded for Replication.
This issue is all internals making it so can create an instance of
ReplicationSource with a different base set of WALEntry filters. We also add a
means of filtering WALs by path name.
