It is used in both CreateTableProcedure and ModifyTableProcedure, but in
ModifyTableProcedure, we already have the region info in place so we should not
put them again.
There is no problem for now as we will close all the regions before doing this
in ModifyTableProcedure, but it is still a bit confusing to developers.
Let's change it.
